What I'm asking is, does a mobile phone regularly identifies itself to the nearest base station even the phone is not moving and in the same base station for a longer period of time?
Isn't it possible for a mobile to monitor the signal strength from a certain base station and if a new base station is present which could give a higher signal strength, switch to it automatically so that it doesn't need to keep on introducing itself repeatedly while the mobile is kept stationary?

2) It's already done that way.
The repeated ID is to let the base station know that you're still online and can receive calls.
