It鈥檚 my understanding that weather averages are based on a thirty year period but when does it start?

Do they just use the most recent thirty years or is there a lag time of five or ten years?|||Its a moving average. The last thirty years.|||It started when humans began recording weather data.|||Like #1 said its a moving average.
